Unauthenticated service-state changes via trailing-slash routing

Authentication bypass in Dogtag PKI ACME responders allows remote attackers to enable or disable the service through crafted URLs. Tomcat applies exact-match web.xml constraints, but RESTEasy normalizes a trailing slash and routes the request to handlers that call database.setEnabled() without authorization. Network access to a deployed ACME responder is sufficient; repeated disable requests can persistently interrupt ACME service.
