Protection-mechanism failure in Google Chrome before 151.0.7922.72 allows remote attackers to bypass navigation restrictions via crafted HTML. DevTools' openInNewTab helper sent chrome:// URLs through the Chrome DevTools Protocol createTarget method without requiring callers to opt in to privileged navigation. A user must load the crafted page; successful exploitation can open privileged browser URLs but has no reported confidentiality or availability impact.
