Cross-team file takeover via unchecked file identifier

Missing authorization in Penpot 2.17.0 and earlier allows remote authenticated users to take over files via the import-binfile RPC command. The handler checks edit rights on the supplied project-id but uses the optional file-id to fetch, overwrite, and re-parent a target file without checking access to that file. Any account with a known file identifier can move the file across team boundaries, read or export its contents, replace its data, and poison linked design libraries.
