Authenticated administrator takeover via unchecked onboarding state

Unverified password change in Sonatype Nexus Repository 3.17.0 through 3.94.x allows remote authenticated users to reset the administrator password. The change-admin-password endpoint trusts a local onboarding artifact without verifying that onboarding remains active, then leaves existing sessions valid. An account with the nexus:* permission and network access can replace the administrator password while retaining concurrent administrative sessions.
