Authenticated command execution via backslash-escape mismatch

OS command injection in pgAdmin 4 before 9.18 allows remote authenticated users to execute arbitrary commands through Import/Export Data. The _is_query_parens_balanced() guard treats backslash-quote as an escape, while psql's default parser closes the quote and accepts an injected TO PROGRAM clause. Ordinary Import/Export Data permission is sufficient, and commands run as the pgAdmin service account without further user interaction.
