Incorrect authorization in AstrBot's unreleased master branch after 4.25.5 allows remote authenticated users to invoke admin-only MCP tools. _build_handoff_toolset rebuilds a subagent's default toolset from raw llm_tools.func_list entries instead of permission-guarded wrappers. Exposure requires subagents with tools set to null, attached non-builtin tools, dashboard admin restrictions, and member-level chat or API access; resulting actions depend on the attached tool.
