Developer package tampering via existing Conan upload

Access control bypass in GitLab EE 17.11 through 18.7.4, 18.8 through 18.8.4, and 18.9.0 allows remote authenticated users to alter protected Conan packages. The Conan v1 upload path enforces package protection for new packages but skips it for files added to an existing package, including attacker-controlled conanfile.py. Developer access and an existing protected package are required; attacker-controlled Python runs only when a downstream user installs the compromised package.
