Remote service crash via PDR pool exhaustion

Reachable assertion in Open5GS SGWC 2.7.0 through 2.7.6 allows remote attackers to crash open5gs-sgwcd via GTPv2-C requests. Repeated tunnel requests exhaust the PFCP PDR ID pool, but sgwc_tunnel_add asserts on the failed allocation instead of rejecting it. Access to the SGW-C S11 interface is required, and successful exploitation aborts the SGW-C process and interrupts service.
