Authenticated tool access bypass via ungated backend handlers

Missing authorization in pgAdmin 4 9.3 through 9.16 allows remote authenticated users to access denied tools in SERVER mode. Only each tool's front-door route enforced its permission; remaining backend routes and Socket.IO handlers checked login alone. A valid pgAdmin login and stored working database connection are required, and the bypass exposes only actions already permitted by the user's database role.
