Unauthenticated access via missing route decorators

Missing authentication in pgAdmin 4 SERVER mode before 9.17 allows remote attackers to read settings, delete constraints, or close sessions. The Constraints, preferences.get_all_cli, debugger.close, and schema_diff.close routes omit pga_login_required, so Flask dispatches them without a login check. Network access to a SERVER-mode deployment is sufficient; effects are bounded to exposed settings and constraint data, constraint deletion, and interruption of debugger or schema-diff sessions.
