Local authorization-data modification via protected queue access

Authorization bypass in affected IBM MQ Server 9.1 through 9.4 releases allows local users to modify stored access-control data. SYSTEM.AUTH.DATA.QUEUE stores Object Authority Manager access-control lists, but affected releases fail to enforce its documented restriction to privileged identities. Low-privilege local access is required, and resulting writes can alter authorization data without disclosing messages or interrupting service.
