Daemon crash via unvalidated image environment entry

Improper input validation in affected CRI-O versions allows local users to crash the runtime through a crafted OCI image environment. The nil Envs fallback passes image config.Env entries directly to mergeEnvs, which splits a bare entry without an equals sign and indexes a missing second element. The path requires high-privilege local access to trigger container creation; the resulting panic stops the runtime for every workload on the node until restart.
