Unauthenticated administrative access via optional client certificates

Authentication bypass in the Keylime registrar on Red Hat Enterprise Linux 9 and 10 allows remote attackers to perform administrative operations. The registrar server overrides the CERT_REQUIRED mode initialized by web_util.init_mtls with CERT_OPTIONAL, so protected API routes accept clients without certificates. Exploitation requires network access to the registrar HTTPS port and permits agent inventory disclosure or deletion, but it does not expose TPM private keys.
