Authenticated command execution via exposed restore key

Command execution in pgAdmin 4 9.11 allows remote authenticated users to run commands on the host during PLAIN-format restores. The restore process exposes its generated \restrict key in the process watcher, and the writable PLAIN script accepts a raced \unrestrict key that re-enables meta-commands. Reachability requires server mode, web-interface access, an active PLAIN-format restore, and timing the overwrite; successful exploitation executes commands with the pgAdmin host process's privileges.
