Authenticated Administrator creation via missing role check

Improper authorization in SourceCodester Pet Grooming Management Software 1.0 allows remote authenticated users to create administrator accounts. The /admin/operation/user.php endpoint processes a submitted group_id of 1 and creates the requested account without a server-side role check. A normal authenticated account and its session cookie are sufficient to obtain administrative access for managing users, data, and system settings.
