Arbitrary file read via privileged SetIconFile handler

Improper privilege management in accountsservice 25.34.76 through 26.13.3 allows local users to read root-accessible files. The user_change_icon_file_homed_authorized_cb handler opens a caller-supplied path as root and stores the file contents as the account avatar without the classic handler's path validation or privilege drop. Exploitation requires a systemd-homed-managed local account; RHEL is unaffected because its accountsservice builds lack this code path.
