Local command execution via unescaped JIT plugin names

OS command injection in Salesforce oclif 4.23.0 through 4.23.16 allows local users to execute commands through a crafted project. The manifest command interpolates each package.json oclif.jitPlugins name and version into an npm pack string passed to child_process.exec without validation or shell escaping. Exploitation requires control of a target project's package.json and execution of oclif manifest; injected commands run with the invoking user's privileges.
