Unauthenticated code execution via local-only tool bypass

Incorrect authorization in RT-Claw 0.1 and 0.2.0 allows remote attackers to execute Python code through crafted swarm RPC requests. handle_rpc_request() parses an attacker-supplied tool name and parameters, then calls claw_tool_invoke() without enforcing the tool's CLAW_TOOL_LOCAL_ONLY flag. Exploitation requires network access to UDP port 5300 and a Linux build with swarm and tool_script enabled; code runs with the rtclaw process's privileges.
