Authenticated SSRF via incomplete special-use IP filtering

Server-side request forgery in PicoClaw 0.2.0 through 0.2.9 allows remote authenticated users to reach restricted IPv4 hosts. The web_fetch preflight and connect-time guards both rely on isPrivateOrRestrictedIP, which omits 198.18.0.0/15 and permits those literal addresses. Low-privileged access that can trigger web_fetch is required; successful requests can probe or read responses from routed test, lab, or internal HTTP services.
