Denied command execution via trusted env wrapper

Command-policy bypass in SafestClaw 4.2.0 through 4.2.4 allows local users to run denied programs through the built-in web interface. ShellAction._validate_command checks only the first executable token, trusts allowlisted env, and passes the complete argument list to create_subprocess_exec, allowing env to launch a blocked interpreter. Reachability requires access to an enabled channel exposing shell; successful commands inherit the SafestClaw process's filesystem, environment, and network access.
