Unauthorized local-tool invocation via receiver-side flag omission

Incorrect authorization in RT-Claw's Swarm RPC Receiver allows remote attackers to invoke local-only tools over UDP. The handle_rpc_request function resolves an attacker-supplied tool name and calls claw_tool_invoke without enforcing the CLAW_TOOL_LOCAL_ONLY flag used by the sender path. Exploitation requires reachable UDP port 5300 with swarm and system tools enabled; verified Linux builds permit persistent memory reads, writes, and deletion.
