Subscriber-level prompt history disclosure via unchecked AJAX handler

Missing authorization in Contest Gallery before 30.0.7 allows remote authenticated users to read stored OpenAI prompt history. The post_cg_get_openai_prompts AJAX handler returns every row of the private prompt table without a capability or nonce check. Any authenticated role, including Subscriber, can paginate the response to disclose prompts, revisions, model settings, and related metadata.
