Cross-integration token revocation via delegated OAuth access

Incorrect authorization in Mattermost 10.11.0 through 10.11.21 and 11.7.0 through 11.7.6 allows remote authenticated users to revoke tokens. The account-management handlers accept delegated OAuth bearer tokens without enforcing the direct-user-session restriction before deauthorizing OAuth apps or deleting personal access tokens. Control of an OAuth app with a delegated user token is required, and successful requests interrupt other integrations by invalidating their authorizations.
