Parser crash via undersized TypeID 41 length check

Out-of-bounds read in MZ Automation lib60870 2.4.0 and earlier allows remote attackers to crash parsers with a crafted TypeID 41 ASDU. The IntegratedTotalsForSecurityStatistics decoder validates only five bytes before consuming a 14-byte element, so an inflated VSQ count reads beyond the message buffer. Network access to a CS101 master or CS104 client that handles this security-counter type is required; the demonstrated consequence is a process crash, not code execution.
