Authenticated path authorization bypass via missing normalization

Authorization bypass in HashiCorp Consul and Consul Enterprise 1.20.1 through 2.0.2 allows remote authenticated users to reach denied HTTP paths. When Consul generates xDS for a custom Envoy public listener, it injects the L7 intention filter without standard HTTP request normalization, so path rules inspect a bypassable form. Exploitation requires an authenticated mesh workload already allowed to connect, plus envoy_public_listener_json and path-based deny intentions; standard listeners are unaffected.
