IPv6 denial of service via zero reachable time

Denial-of-service vulnerability in Zephyr RTOS 1.7.0 through 4.4.1 allows remote attackers to crash IPv6 nodes via a crafted Router Advertisement. The handle_ra_input() path accepts a Reachable Time of 1, and net_if_ipv6_calc_reachable_time() reduces that value to zero before net_ipv6_nbr_set_reachable_timer() asserts or arms an immediate timer. An unauthenticated attacker only needs link-local adjacency; assertion-enabled builds crash, while other builds repeatedly re-solicit neighbors and lose availability.
