Authenticated code execution via unvalidated file upload

Arbitrary file upload in AREA 17 Twill CMS 3.6.0 and earlier allows remote authenticated users to execute code as the web server user. FileLibraryController::storeFile preserves the request-controlled qqfilename extension and stores the file on the default publicly served disk without MIME-type or extension validation. Publisher-role access is sufficient; retrieving an uploaded PHP file executes it and exposes application secrets, database access, content modification, and persistence.
