Member-level resource control via unconditional policy approval

Missing authorization in Coolify 4.1.0 and 4.1.1 allows remote authenticated users to manage team resources beyond their roles. Policy methods throughout app/Policies/ return unconditional approval after role and team checks were commented out. A team member can therefore update, delete, deploy, or otherwise manage any resource owned by that team despite the Member role.
