Cross-user attachment overwrite via inconsistent crop authorization

Improper authorization in Manual Image Crop before 1.15 allows remote authenticated users to overwrite other users' attachment images. Before 1.14, mic_crop_image lacks capability and nonce checks; version 1.14 validates a differently parsed ID than the crop logic uses. Subscriber-level access reaches the earlier action, enabling cross-user replacement of generated image sizes and modification of attachment metadata.
