Authenticated configuration reload via unguarded chat command

Missing authorization in Sipeed PicoClaw 0.2.0 through 0.2.9 allows remote authenticated users to trigger a gateway configuration reload. The Pico WebSocket handler forwards message.send content into the command executor, whose /reload handler calls rt.ReloadConfig without a channel, role, or privilege check. A valid Pico token, an enabled Pico channel, and network access to /pico/ws are required; repeated reloads restart runtime services and interrupt availability.
