Unauthenticated account takeover via phone-unbound OTP state

Authentication bypass in SMS Alert 3.9.7 and earlier allows remote attackers to take over WordPress accounts via billing_phone. The processRegistration function treats a phone-unbound sa_mobile_verified session flag as sufficient before calling wp_set_auth_cookie for the account resolved from billing_phone. Exploitation requires one valid OTP for an attacker-controlled number and a known or guessable victim phone number, and it grants the victim account's privileges, including Administrator privileges.
