User enumeration via missing fetch-all authorization

Missing authorization in Frauscher Diagnostic System FDS102 2.11.0 through 2.13.3 allows remote authenticated users to enumerate accounts. The /api/user/fetch-all.php endpoint returns the full configured user list and role information to low-privilege sessions because role-based access control does not reject direct requests to that handler. Reachability requires a valid low-privilege session, and the exposed inventory identifies elevated accounts for follow-on targeting but does not itself change data or stop the device.
