Unauthenticated image-file read and deletion via hardcoded key

Path traversal in Progress Telerik UI for ASP.NET AJAX before 2026.2.708 allows remote attackers to read or delete image files. The obsolete RadChart ChartImage.axd handler uses a shared hardcoded key to process attacker-supplied encrypted paths, then resolves those paths for file access within the application directory. Exploitation requires the handler to be registered in web.config and reachable without authentication; access is limited to image extensions, and web.config cannot be read.
