Account lockout via resend-verification IDOR

Authorization bypass in PickPlugins User Verification through 2.0.47 allows attackers to lock arbitrary accounts via resend-verification requests. The resend-verification handler accepts a supplied user identifier and resets that account's verification state without checking that the caller is allowed to act for that user, and the protective token is not bound to the targeted account. No authentication is required, so exposed sites can have administrator or other user accounts forced back into an unverified state and blocked from logging in until reverified.
