Tenant state modification via scope-to-role mismatch

Incorrect authorization in Next Level Builders GoClaw 3.13.0-beta.0 through 3.13.0-beta.2 allows remote authenticated users to alter tenant state. The WebSocket MethodRouter.Handle path reduces API-key scopes to a coarse role and checks CanAccess without applying CanAccessWithScopes, so an operator.approvals key can call operator-write methods such as cron.create. A tenant-bound approvals-scoped API key is required; the demonstrated consequence is unauthorized creation of a persistent cron job within that tenant.
