Persistent network outage via Neighbor Solicitation leak

Resource leak in Zephyr RTOS 4.3.0 through 4.4.1 allows remote attackers to cause a persistent network outage via IPv6 traffic. Within net_ipv6_send_ns(), the pending-neighbor branch queues a data packet but returns without transmitting or releasing the newly allocated Neighbor Solicitation packet and its TX buffers. Remote attackers must be on-link and trigger replies or forwarding toward one unresolved address; repeated packets exhaust the fixed TX pool, disabling all network transmission until reboot.
