Data corruption via NaN range-check bypass

Incorrect comparison in HdrHistogram 2.2.0 through 2.2.2 allows local users to corrupt histogram statistics by recording NaN. DoubleHistogram.recordValue compares NaN only with range bounds; both tests evaluate false, and its later long conversion records a zero-bucket value. The caller must already be able to supply values to the local library API, and upstream disputes that this behavior crosses a security boundary.
