Authenticated code execution via timezone abbreviation overflow

Heap overflow in PostgreSQL 14 before 14.24, 15 before 15.19, 16 before 16.15, 17 before 17.11, and 18 before 18.6 allows attackers to execute code. The to_char(timestamptz) TZ formatter copies an attacker-selected, long POSIX timezone abbreviation beyond its heap allocation while producing formatted output. A database role able to choose the session timezone and run the formatting function can corrupt server memory, crash a backend, or execute code as the database service account.
