Unauthorized reads and writes via stale row-security plans

Row-security bypass in PostgreSQL before 18.6, 17.11, 16.15, 15.19, and 14.24 allows remote authenticated users to read or modify forbidden rows. The plan cache fails to invalidate role-dependent plans after role membership, role attribute, or database ownership changes, so reused plans retain obsolete row-level security policies. Exploitation requires an application that changes those privileges while reusing plans in an existing authenticated session; stale access lasts until cache invalidation or session termination.
