Service crash via unchecked NGAP information elements

Denial of service in Aether SD-Core AMF 2.1.0 through 2.1.1 allows remote authenticated users to crash the service via NGAP. HandleRRCInactiveTransitionReport dereferences absent nested information elements in a malformed RRCInactiveTransitionReport, causing a nil-pointer panic instead of rejecting the message. Access to the NGAP interface as a low-privileged peer is required; a single crafted report terminates AMF and interrupts 5G control-plane service.
