Unauthenticated opt-in modification via public REST route

Broken access control in WPXPO WowOptin before 1.4.38 allows remote attackers to disable forms and insert template rows via REST. The GET /wp-json/optn/v1/recipes/ route uses __return_true as its permission callback, and activate_recipe() trusts query parameters to update every opt-in row and insert a vendor template. No account, nonce, or cookie is required; an active plugin and a configured opt-in let one request stop existing lead-capture forms and render an attacker-selected catalog template.
