Service interruption via quadratic Markdown path processing

Resource exhaustion in affected GitLab CE/EE releases allows remote authenticated users to interrupt service via crafted Markdown files. RepositoryLinkFilter's build_relative_path repeatedly removes each ../ prefix by shifting the remaining path, causing quadratic CPU work on files containing many prefixes. A low-privileged user must first place the file in a public project; a small number of unauthenticated preview requests can then make the instance unresponsive.
