Service interruption via unbounded QUIC connection queue

OpenSSL 3.5.0 through 3.5.7, 3.6.0 through 3.6.3, and 4.0.0 through 4.0.1 allows remote attackers to interrupt QUIC service. The QUIC listener treats each valid Initial packet with an unknown destination connection ID as a new connection and queues a newly allocated channel without a pending-connection limit. Sending Initial packets faster than the application calls SSL_accept() causes unbounded memory growth and can make the listener unavailable.
