Cross-repository writes via incomplete token scope check

Incorrect authorization in GitHub Enterprise Server allows remote authenticated users to write to unrelated public repositories. A user-to-server token issued by a global GitHub App is accepted when its installation has repository read permission, without checking that the installation was granted access to the target repository. Exploitation requires a victim’s token and permits issues, issue comments, commit comments, and private vulnerability reports to appear as that victim.
