Service interruption via unchecked ClusterRole name collision

Missing authorization in Red Hat OpenShift GitOps allows remote authenticated users to interrupt cluster-scoped Argo CD operations. The ClusterRole reconciler accepts a namespace-scoped Argo CD instance name without checking resource ownership and deletes the same-named ClusterRole belonging to a cluster-scoped instance. Access to create a namespace-scoped Argo CD instance is required; the resulting role loss denies the affected cluster-scoped instance its permissions.
