Application crash via truncated Modbus header parsing

Heap-based buffer over-read in PcapPlusPlus allows remote attackers to crash consuming applications via truncated Modbus TCP packets. ModbusLayer::getLength reads a two-byte field without ensuring that the payload contains a complete Modbus header. Upstream release history shows Modbus support first shipped in 26.07 after the fix, conflicting with the CNA's 25.05 affected-version claim.
