Out-of-directory file writes and deletion via path traversal

Path traversal in RAGapp 0.1.0 through 0.1.5 allows remote authenticated users to write or delete files outside the data directory. FileHandler.upload_file and FileHandler.remove_file concatenate a client-controlled filename with data/ without basename normalization or containment checks. Access to the management API is required; writes are limited to supported extensions, and HTTP deletion also depends on encoded-slash routing.
