Authenticated schema access via absent route validators

Missing authorization in MLflow label-schema APIs allows remote authenticated users to read or alter experiment label schemas. The basic-auth request hook omits label-schema request classes from BEFORE_REQUEST_HANDLERS, so _find_validator returns no experiment permission check. Exposure requires a Linux source checkout of commit 4666cffc7912ea606d592fc38d6a75e2935f65e7 served with basic-auth; the unmerged code did not affect an MLflow release.
