User ID collisions via truncated MD5 hashing

Weak hashing in SkyPilot 0.1 through 0.12.0 allows remote attackers to cause API-server user-ID collisions via crafted usernames. The user creation and import handlers in sky/users/server.py derive each user ID by truncating an MD5 digest of username.encode() instead of using a collision-resistant identifier. The CNA rates exploitation as high complexity but does not disclose how a collision is reached or which authorization or resource decision is affected.
