Unauthenticated payment bypass via completed-order replay

Missing authorization in Payment Plugins for PayPal WooCommerce before 2.0.20 allows remote attackers to bypass checkout payment. The public cart checkout handler accepts requests without a login, mints its own checkout nonce, and treats a supplied completed PayPal order identifier as payment for a new order. Exploitation requires one genuine completed PayPal order identifier from the same store; replay can mark additional higher-value orders paid.
